Resumen: The search for a perfect form of government has been the permanent effort of thinkers, scientists and statesmen, from the Ancient Greeks until the contemporary enthusiasts of democracy and a "better world". Every age had offered its solutions to the problem and had its exponents of discovered systems and principles of government. This quest for the best model has never ended, not even today when humanity has already made the step into the twenty-first century. This resulted in awareness that there is no best and perfect model, at least not the one appropriate to all the times, all the societies and all the circumstances. However, this also gave rise to the awareness that certain forms of government are better, more democratic, while some are worse, less democratic, or even not democratic at all, and also that some are appropriate to one, and some to another situation. |
