Abstract: The author undertakes the study of the citizenship in the philosophical model of liberalism. This type of thought defends the greater importance of the individual one on the social aspects, and establishes limits to the action of the State by means of the idea of the ethical neutrality. The previous thing has clear consequences on the citizenship concept, because it doesnt favors the activity of the individual like central element of all society, thats why the true exercise of the citizenship is prevented, and citizenship remains passive. In a globalised world with common risks share by millions of people, this does´nt seem to be the best alternative of possible society.
Resumen: El autor aborda el estudio de la ciudadanía en el modelo filosófico del liberalismo. Este tipo de pensamiento defiende la mayor importancia del individuo sobre los aspectos sociales y establece límites a la acción del Estado mediante la idea de la neutralidad ética. Lo anterior tiene consecuencias claras sobre el concepto de ciudadanía, pues al no favorecer la actividad del individuo como elemento central de toda sociedad, se impide el verdadero ejercicio de la ciudadanía, que permanece pasiva. En un mundo globalizado en el que se comparten riesgos comunes por millones de individuos, ésta no parece ser la mejor alternativa de sociedad posible.
